How can I create a free blog?

I want to create a free personal blog. Can you recommend me any tools?

Blogger.com is good. It allows you to customize your entire blog (layout) for free. If you're not familiar with XML, look up some Blogger templates or tutorials.

http://wordpress.com is another option, but http://blogger.com is great for beginners.

Since you are a newbie in programming and all you want is a blog, not a webpage, I think your best choice would be Blogspot (it belongs to Google). It is super easy to use, it is easily indexed on the search engine, and you will like it most likely. I really think that Blogspot is your best option for now. If you want something more advanced for blogs, try WordPress.
